Allwyn: Operation Guardian will make The National Lottery even safer

Allwyn, operator of The National Lottery, is today announcing the launch of Operation Guardian – an expanded mystery shopper and knowledge check programme which increases the levels of support for retailers and enables them to sell National Lottery products even more safely.

In line with National Lottery retailers’ commitment to being responsible retailers, Operation Guardian comprises three different types of store visits: an Underage Play Mystery Shop, an Excessive Play Mystery Shop, and a new Healthy Play Knowledge Check.


Together, the visits are designed to help support retailers by checking they have the right knowledge, tools and safeguards in place to prevent underage play and minimise excessive play. The first Operation Guardian visits will begin from next week.

With the inclusion of the brand-new Healthy Play Knowledge Check, Operation Guardian can support stores that may require any improvements to their knowledge about responsible retailing topics related to The National Lottery. This includes areas such as:

  • the legal age to play of 18+
  • acceptable forms of ID
  • how and when to refuse a sale
  • identifying any potential signs of excessive play
  • offering support to players
  • understanding spend limits

The visits also provide an opportunity to guide retailers to where they can find further information and training tools, such as the new Retailer Training Centre, which has all the responsible retailing information required for store owners and their staff (www.tnlpartnerstraining.co.uk).

“We’re really pleased to be launching an expanded store visit programme to further encourage retailers to sell National Lottery products to the really high standards we’ve come to expect from them,” said Allwyn’s Director of Channel Operations, Alex Green. “With the addition of a new Healthy Play Knowledge Check, we’ll be able to offer greater support to our retail partners and empower them to be all-round responsible retailers. The expanded programme dovetails nicely with the new Retailer Training Centre that we launched earlier in the year, which features all the necessary training and information for retailers to view and complete so that they are fully prepared for Operation Guardian visits."

Top Tips to make sure your store is ready for Operation Guardian:

  • Regular training: Ensure staff are kept up to date with responsible retailing information. Has your store completed the Healthy Play training modules on the Retailer Training Centre yet? If not and your store is eligible, visit www.tnlpartnerstraining.co.uk today*
  • Detailed records: Refused sales must be recorded using your Refusals Register inside your Retailer Organiser folder
  • Accessible signage: 18+ signage must be visible to players at all times and retailers are encouraged to use Challenge/Think 25 when asking for ID

DEFRA (the Department for Environment, Food and Rural Affairs) today (20) has published more detail on the definitions of single-use or disposable vapes, the penalties for selling them after the introduction of the ban on June 1st this year, and what to do if you have stock of single use vapes.

DEFRA's new guidance confirms that from 1 June 2025, it will be illegal for businesses to sell, offer to sell or have in their possession for sale all single-use or ‘disposable’ vapes. This applies to sales online and in shops and to all vapes whether or not they contain nicotine.

Indies call for Scottish government to extend 40 per cent rates relief

Independent retailers are urging the Scottish government to rethink its plans to exclude them from business rates relief support announced in last month’s Budget.

Finance secretary Shona Robison announced on December 4 that 40 per cent relief towards business rates bills would only be given to the hospitality sector in Scotland.

Now, Mo Razzaq, the National President of the Federation of Independent Retailers (the Fed), has written to her, urging her to follow the UK government and grant business rates relief support to retail businesses. This decision was taken by Chancellor Rachel Reeves in her budget on October 30.

Mr Razzaq said: “The Scottish government appears to have the numbers in Parliament to ensure that its budget proceeds next month. However, we appeal to ministers to review their proposal that small shops are excluded from the 40 per cent rates relief the UK government is awarding. This is because small independent shops are more vulnerable to closure.

“Shona Robison, the finance secretary in Scotland, has the money in identified funds flowing from the UK budget but is choosing not to spend it in this way. It is a bizarre decision as small shops in Scotland experience the same tough trading conditions as shops elsewhere."

In the letter, Mr Razzaq welcomed the government’s acknowledgement that retail crime was of major concern and that extra funds were required to tackle it. However, the proposed £3million was insufficient “to combat this issue which impacts on the safety and sustainability of small independent shops.” He urged Ms Robison to review it.
